Caddo Parish School Board Redistricting Process


The Caddo Parish School Board consists of 12 single-member districts.

Every 10 years after the release of the U.S. Census, cities, parishes, school boards and states redraw the lines for election districts to keep population equal on their respective bodies based on federal and state law.

To establish a fair and impartial process, the Caddo Parish School Board has contracted with Data Center, LLC, a redistricting company with 40 years of experience, to review population information and develop a draft redistricting map for public input as well as School Board consideration and approval.

Redistricting does not affect school attendance zones, but does impact single-member districts.


Community Input Opportunities

The community voice is essential in the redistricting process. Throughout the development and review process of the maps, public meetings will provide an opportunity for community members to play a role in the process, learn more about the proposed maps, and hear more about the work involved in redistricting.

The followings dates provide opportunities for the community to participate in the process:

  • April 4, 2022: The Caddo Parish School Board will host a special session meeting for the purposes of a workshop regarding redistricting. The meeting will take place at 4:30 p.m. in the Board Room at Central Office, located at 1961 Midway Avenue in Shreveport.

Criteria for Drawing District Lines

Redistricting must be done in compliance with all local, state, and federal laws.  The following criteria for redistricting have been adopted:

  1. Population equality in each district with an overall deviation of 10% in the plan.
  2. Compliance with the Voting Rights Act.
  3. Each district shall be compactness.
  4. Each district shall be geographically contiguous.
  5. Incumbency shall be considered.
  6. Consideration shall be given to natural, geographical, and political boundaries.
  7. Consideration shall be given to keeping intact communities with established ties of common interest and association, whether historical, racial, economic, ethnic, religious, or other.
  8. State Law governing split precincts and precinct splits in a District-RS 17:71.3(E)(2)(a).  No precinct is divided into more than two districts and no school board district shall contain more than three divided precincts.
